Importing an adult doll into United States
Tax and duty
<strong>This is where almost every other buyer guide is now wrong.</strong> The $800 de minimis allowance is gone. Executive Order 14324 suspended duty-free de minimis treatment for all countries effective 29 August 2025; interim final rules published 24 June 2026 indefinitely suspended it for merchandise arriving by every mode other than the international postal network; and the One Big Beautiful Bill Act statutorily terminates it from 1 July 2027. In practice, a doll shipped to a US buyer today is dutiable regardless of value, requires a customs entry, and will usually attract a carrier brokerage fee on top. We deliberately do not quote a duty percentage: the tariff classification for full-size adult dolls is unsettled — CBP has classified vibrating devices under heading 9019 and a non-vibrating plastic article under 3926, and we found no ruling covering a full-size doll. Anyone importing as a business should seek a binding ruling.
What customs actually does
CBP may open an international parcel without a warrant. Where § 1305 is invoked the machinery is administrative and fast: the article is seized and referred to the US Attorney, who must institute forfeiture proceedings within 14 days. We found no CBP directive addressing adult dolls specifically and no published interception statistics, so treat any claim about how often these parcels get opened as speculation. The documented risk vectors are misclassification, undervaluation, and the childlike-appearance judgement.
Prohibited regardless of anything else
There is no federal child-sex-doll statute. The CREEPER Act passed the House in June 2018 and died in the Senate; CREEPER 2.0 has been reintroduced in three consecutive Congresses and remains in committee. Federal exposure therefore runs through the general obscenity and customs statutes. State law is where the felonies are: Arizona, Florida, Hawaii, Kentucky, Louisiana, South Dakota and Tennessee have enacted statutes, and the Arizona, Hawaii, Kentucky and Louisiana provisions expressly reach <em>importing</em> — so a package crossing into those states creates state exposure independent of federal law.

Practical notes for buyers
- Do not ask a seller to under-declare the value. This is the single most common piece of advice on doll forums and it is customs fraud under 19 U.S.C. § 1592. With de minimis gone the temptation is larger and so is the exposure. Declare accurately and budget for the duty.
- Childlike dolls have functioned mainly as investigative tripwires. In the US cases we could find, the doll led to a search that produced child sexual abuse material charges, rather than being prosecuted as a standalone import offence. In at least one Kentucky matter the doll charge was dismissed on the ground that a doll is not a person — which is precisely why states began writing bespoke statutes.
- We could not find a leading federal conviction for importing a childlike doll under § 1305. We report that as an unresolved gap, not as proof none exists.
- Sales or use tax is separate from import duty and is owed on the purchase regardless. Rules vary by state.

Germany
Adult-form dolls fine. Childlike dolls are criminal to merely possess — and the €150 duty-free threshold was abolished on 1 July 2026.
