Importing an adult doll into Japan

General information for adult buyers, not legal advice. Rules change — verify current requirements with Japan customs before ordering.

Status: Legal for a private adult. Japan is the world’s largest producer of high-end adult dolls and they are manufactured and retailed openly domestically. Customs Act Article 69-11 bars importing articles that may harm public safety or morals, and Penal Code Article 175 criminalises distributing, selling or publicly displaying obscene objects — but not private possession or private use.

Tax and duty

Consumption tax is 10%. Goods with a total customs value at or below ¥10,000 are exempt from both duty and consumption tax, but a doll will comfortably exceed that, so expect 10% plus any applicable duty. Note that the low-value exemption is slated for withdrawal, with overseas suppliers required to register and collect Japanese consumption tax from April 2028 — which matters little for this category, but does date any guide written before then.

What customs actually does

We found no enforcement case against an adult-form doll and no source establishing that Japan Customs has ever detained one on grounds of anatomical realism. Given that such dolls are openly made and sold inside Japan, the practical risk to a private importer appears very low — but that is an observation about practice, not a legal guarantee.

Prohibited regardless of anything else

<strong>Japan is the major international outlier: childlike dolls are legal to manufacture, sell and possess there.</strong> Japan’s 2014 ban on possession of child sexual abuse material covers photographic depictions of real children and does not extend to manga, anime or dolls. Legislative attempts to ban childlike dolls have repeatedly failed.

Practical notes for buyers

  • Japanese legality does not travel, and this is the single most dangerous asymmetry in this whole subject. A product that is lawful to buy in Japan can be a serious criminal offence the moment it crosses into Australia, the UK, Germany, Canada, South Korea or several US states. If you are importing from a Japanese seller, the law that binds you is the law of your own destination.
