Importing an adult doll into New Zealand
Tax and duty
GST is 15%. The low-value threshold is NZD 1,000 per consignment, measured on the price paid excluding transport, insurance, GST and duty. Since 1 December 2019, Customs does not collect GST or duty at the border on consignments at or below that value; instead, offshore suppliers exceeding NZD 60,000 in annual New Zealand consumer sales must register and charge 15% at checkout. Above NZD 1,000 — or where Customs lacks evidence GST was paid — Customs collects at the border and issues a demand notice before release. From 1 April 2026 a per-consignment Goods Management Levy also applies, including to low-value imports, at roughly NZD 2.21 by air or NZD 2.09 by sea plus GST.
What customs actually does
New Zealand seizes fewer dolls than Australia, and Customs has publicly said this is because its powers are narrower — it is limited to full-unit dolls where Australia and the UK also seize parts, and it has lobbied for stronger law. Reported figures put the total at roughly seven border seizures and four post-border seizures of full-unit dolls since 2017. Penalty exposure is serious: importing objectionable publications carries up to 14 years, and possession of an item classified objectionable carries up to 10 years.
Prohibited regardless of anything else
Prohibited, by an indirect route. Customs seizes the item under the Customs and Excise Act 2018, the Classification Office then classifies it as objectionable under the Films, Videos, and Publications Classification Act 1993, and possession of a classified objectionable item becomes an offence carrying up to 10 years. A 2019 Timaru case followed exactly this sequence and produced an 18-month sentence.

Practical notes for buyers
- The vague standard is the risk here. Australia tells you plainly that childlike dolls are prohibited. New Zealand tells you that dolls considered indecent or obscene may be seized, and leaves the judgement to Customs. Buy clearly adult-proportioned, and keep the specification sheet.
- Customs has publicly identified evasion tactics — shipping in parts, fitting adult-sized busts, and labelling items as petite adult figures — which is precisely why small-stature adult dolls draw attention.
- Most full-size dolls exceed NZD 1,000, so expect border assessment rather than checkout GST, plus the new per-consignment levy from April 2026.
- Older sources citing the Customs and Excise Act 1996 are out of date. That Act was repealed and replaced by the 2018 Act.
