Importing an adult doll into Australia

General information for adult buyers, not legal advice. Rules change — verify current requirements with Australia customs before ordering.

Status: Adult-form dolls are legal for an adult to import into Australia. There is no Commonwealth ban on adult dolls as a category, and every enforcement action we could find concerned childlike dolls, not adult ones. The prohibition is defined by the apparent age of the figure, not by the product type.

Tax and duty

GST is 10%. The low-value threshold is AUD 1,000 per consignment, measured on customs value excluding shipping and insurance. At or below that, registered overseas sellers charge GST at checkout; above it, the Australian Border Force assesses GST — and any duty — at the border before the goods are released. Most full-size dolls sit above AUD 1,000, so expect border assessment rather than checkout GST. The threshold is not a tax-free allowance, it only decides who collects. We could not confirm the specific tariff classification for dolls, so treat any single duty percentage you are quoted as unverified until you check the ABF tariff.

What customs actually does

The ABF runs intelligence-led targeting for childlike dolls across sea, air and mail cargo, and its published enforcement pattern is worth understanding before you order: an interception is frequently followed by a search warrant at the buyer's home and seizure of phones and computers, which can produce further charges. In other words, the downside of a wrong purchase here is not a lost parcel. Adult-form dolls are not treated as objectionable goods as a class, and we found no enforcement action against one.

Prohibited regardless of anything else

Criminal, and prosecuted. Possession of a childlike doll is an offence under section 273A.1 of the Criminal Code, inserted by the Combatting Child Sexual Exploitation Legislation Amendment Act 2019 and applying from 21 September 2019, carrying a maximum of 15 years. Importation is charged under the Customs Act 1901, carrying up to 10 years plus a substantial fine. South Australia has its own separate offence. The test is whether a reasonable person would consider the object resembles a person under 18 — a question about appearance, decided by a court.

Practical notes for buyers

  • Height is the single biggest trigger, and there is no safe-harbour number. The statutory test is about apparent age, not centimetres. A reported ACT case involved a doll of roughly 100 cm bought by a man who said he wanted an ordinary adult doll and had not read the measurements; he was ultimately acquitted, but only after two criminal trials spanning about 21 months.
  • Petite and small-bust adult dolls attract disproportionate scrutiny, because shipping dolls in parts and labelling them as "petite adult figures" are known evasion tactics. That has poisoned the well for legitimate buyers of small adult builds. If you want a compact doll, favour clearly adult proportions and keep the vendor's specification sheet.
  • A vendor's "adult" label is not a defence. Apparent age is assessed on the object itself, not on the listing text.
  • Never let a vendor ship a doll in parts to avoid detection. In at least one prosecution, part-shipping was treated as evidence of consciousness of guilt at sentencing.
  • Declare accurately. A vague or false declaration turns a customs question into a customs offence, independently of whether the goods themselves were legal.
